Educated at Washington University, St. Louis, Missouri (A.B. 1878; L.L.B. 1880; A.M. 1881; Phi Beta Kappa). Practiced law in St. Louis from 1880 until his death, in partnership with Edward Cunningham, Jr., A.C. Stewart, J.W. Phillips, and others. At the time of his death the firm was Eliot, Blayney and Bedal. Member of the Board of Education of St. Louis, 1897-1903, President, 1898-1899; Lecturer at St. Louis Law School, 1887-1923, principally on International Law; President, Bar Association of St. Louis, 1898; active in Civil Service reform work, 1886-1890; President, Soldiers' Orphans' Home; Trustee Missouri Botanical Garden, Bellefontaine Cemetery, Memorial Home, and Women's Christian Home; President of Board of Trustees of Missouri Botanical Garden, 1926 until his death; President of Bellefontaine Cemetery, 1925 until his death. Served in voluntary military organizations for city protection in 1877 and 1900. In World War I, served on Legal Advisory Board and with other war associations. Member of American Bar Association, American Association of International Law (Executive Council, 192l4-1926), and Society for Constitutional Government. Contributor to legal and educational journals. Compiller of the original version of the family book, and then of the first expanded form, which is now called the "first edition" (1921); provided in his will for the second and third editions.
