Our Mission
When the Law Offices of Carolyn Elefant (LOCE) opened our doors in
November 1993, we recognized a need amongst individuals, associations and small and
mid-sized businesses for lawyers with the skill, expertise and
committment
to tackle sophisticated regulatory problems or complex issues of first impression at competitive
rates. Since that time, through implementation of cutting edge
technology and our own ingenuity,
we have stayed true to our mission, helping our clients within the United States and
abroad to navigate through and prevail in regulatory and judicial proceedings
without breaking their modest budgets.
Our ExperienceLocated in our nation's capital with
easy access to the federal agencies and Congress,
our firm maintains a thriving
energy regulatory practice, centered on electric utility regulation,
hydroelectric licensing and renewable energy development. We are
one of the only law firms within the U.S. to have researched and
advised on
ocean energy development and we maintain the only Web Log on Offshore Renewables
.
At the same time and in contrast to other energy boutiques,
our firm recognizes that our clients are best served by lawyers with
a diverse range of skills. To that end, we have
cultivated an active appellate practice
which addresses a wide range
of matters before federal and state courts nationwide.
And we have
litigated cases on a range of civil, commercial, criminal and enforcement
matters before administrative agencies, courts and juries.

With so many laywers, why choose us? Below are four E-sons (reasons):
- Extra Mile: In the tradition of Abraham Lincoln (another
small firm lawyer) who according to legend walked a mile out
of his way to return money to a customer, our firm also goes that extra
mile for all of our clients. Naturally, our clients can always expect superior legal
research and representation from our firm. But to us, going the extra mile means more:
returning phone calls within 24 hours, keeping clients informed of all options and
developments in a case, ensuring that clients have time to review and approve documents before those
documents are filed, getting cases resolved as quickly as the legal system will permit
and investigating whether there are other sources, such as fee shifting statutes
or insurance coverage which
might cover legal costs.
- Estimates: We are one of few law firms which will set a
realistic budget for our clients and stick to it. If we exceed our
estimate, our firm -- not the client-- assumes the cost. After all,
if a law firm lacks the expertise to develop a realistic budget, will
it have the expertise to handle your complicated matter? And if your
lawyer cannot be trusted to keep her word on fees, is she worth

- Education: Law is a
public resource owned equally by all citizens whose tax dollars pay for the legislative and
judicial bodies that comprise our legal system. Our firm believes that all citizens are
entitled to know and understand the law and to that end,
we have strived to educate our clients and the general
public about legal
resources which can assist them. Our educational efforts include our
Pro Bono Library and our various
tutorials on legal research
on-line. While many legal problems require the expertise and specialized knowlege of a lawyer,
having educated clients makes our work much easier and more rewarding.
- Electronic Capability: Our firm has integrated technology into
our practice since our start. We have utilized e-mail for communications
and the web for research since 1994 and were one of the first law firms
on line with a website in 1995. Our use of technology for research,
communication, agency and court filings (where accepted) and
document and trial preparation enables us to keep overhead
costs low -- which means lower rates for our clients.
