Several NGOs were already working in the vicinity of the proposed hydroelectric project. They had organized local community groups -- based on traditional associations -- for small-scale public infrastructure projects, improved vegetable seeds (shown here), cash crops, dairy and other income-generating schemes of local choice. The electricity authority sought advice from the NGOs from the beginning and incorporated them into resettlement planning. Implementation will be largely contracted to these NGOs with pre-existing experience in the communities.
