
Resettlement planning began with the access road, through recruitment of Village Advisory Committees made up of the villagers losing land to the access road. These committees served as a grievance mechanism for disputes over compensation and advised the electricity authority on numerous actions for better community relations, such as restoring (and improving) damaged irrigation systems, building access stairways for pedestrian traffic up and down the steep slopes, and providing additional compensation for side casting and monsoon landslides caused by the road in the first couple of rainy seasons. The electricity authority carried out a resurvey of lands where the committees disputed the original survey.
