Part of the project preparation for the World Bank Power Generation Project loan to the Indian Government and the National Thermal Power Corporation (NTPC) was an investigation into the efficiency of air pollution control devices and a major capital upgrading program to reduce the problem. Al Picardi, with collaboration from Tod Ragsdale on the social aspects, prepared an Environmental Action Plan in 1992 as a condition of the loan that included the capital upgrading program as a major component. Both Picardi and Ragsdale have been involved in monitoring the EAP performance 1992-1995. The Farakka Super Thermal Power Station pictured here is in West Bengal State, North Eastern India. The water in the foreground is Ganges river water diverted to a canal linked to the Hoogley River, and hence to Calcutta, by the Farakka Barrage near the Bangla Desh border.
