Photo shows massive oil spillage inside the containment dikes, as well as part of a pond of oil that surrounds the oil tank containment dikes. Spilled oil and contaminated soils from other areas of the plant, such as the railway loading rack, was dumped outside the containment dikes. The containment area within the dikes does not have an impervious base. All of this massive spill is contaminating soils, and has the potential to contaminate groundwater. Note the steam pipe leak, and the scrap pipe lying about. This is a fairly typical operation in the developing world, and illustrates the need for site contamination assessments on behalf of investors or insurers, as well as the need for training of operations personnel in environmental management and liability issues.
