Web-linked interactive resources span from technical (such as dispersion modeling resources) and biological (such as wetland soil descriptions) to laws, regulations, agency contacts and permitting forms. Managed permitting and developed environmental management and compliance tools for over $1.5 billion worth of IPP projects in Texas, Illinois, Pennsylvania and Florida.   • A wide range of asset management tasks for existing facilities include: review of special studies, such as wetland and archaeological surveys, assembly of Environmental Liability Insurance applications, laws and regulations applicability checklists, review of Phase I and II Due Diligence Assessments for brownfield acquisitions, regulatory compliance guidance for plant environmental managers.

  • Drafted Title V permit applications, Compliance Assurance Management Plans, Combustion MACT notices and Annual Compliance Certifications for coal, oil and gas-fired utilities in Maryland, Texas, Illinois and Florida.

Specific International Energy and Infrastructure Project Experience

Solomon Islands. Health Care Waste Management Study, Ministry of Health Facilities on Guadalcanal and Makira, Phase I, Rapid Situation Assessment with Recommendations and Estimated Costs.  This study was undertaken as a step to minimize potential adverse human health and environmental impacts of waste generated by MoH facilities, specifically the existing hospital at Kirakira on the island of Makira, and to recommend actions to establish an environmentally sustainable health care waste management system.  Inspection of solid waste management, health care waste management, water supply and wastewater treatment systems, with recommendations and estimated costs for interventions.

Indonesia.  Conduct a Strategic Environmental Screening Assessment for the preparation of the Southeast Java Regional Development Project, toimprove analytical underpinning of development planning and environmental impact assessment processes through early identification of issues and assessment of risks.  Visit the project site to: review project preparation documentation; consult with the project preparation team in order to gain familiarity with the various direct investments as well as the potential indirect (induced) development; conduct preliminary consultations with principal stakeholders; review the existing land use planning and institutional framework for implementing and enforcing the land use plan.  World Bank, 2004 - ongoing.

Prototype Carbon Fund (PCF).   Evaluation of applications for Prototype Carbon Fund, emissions estimates and CO2 equivalents according to internationally recognized estimation guidelines, Environmental Impact Assessment and Environmental Management Plan review. Gansu Clean Energy and others World Bank, 2004 – ongoing.

Viet Nam.  Team Leader, Independent Environmental Monitoring Team, Mekong Transport and Flood Protection Project, a World Bank funded project to renovate and increase capacity of highways in central and south Viet Nam.  The Mekong sections comprise over 100 km of roadway, almost all of which is adjacent to aquaculture or surface water.  The Mekong sections traverse potentially acid active plastic clays, presenting unique environmental management challenges.  Update Environmental Impact Assessment, redraft environmental monitoring plans in order to cover a far greater area of impact than the old EIA had anticipated, including the special issues related to acid soils in the Mekong delta.  Monitoring plans make use of multi-parameter instrumentation for water sampling, and are now well within the estimated budgets.  Ongoing activities will include environmental inspections of the project sites, and assistance to MOT as special issues arise.  Montgomery Watson Harza Engineers, 2003 - ongoing.

Viet Nam.  The Road Network Improvement Project (RNIP) comprises hundreds of kilometers of road rehabilitation throughout north, central and south Viet Nam.  Review of EIA and preparation of loan appraisal documents.  Site surveys and implementation supervision. World Bank, 2003 - ongoing.

Kingdom of Tonga.  Health Sector Management Project, includes technical assistance in health sector management as well as infrastructure renovation.  Technical assistance and training in health care waste management throughout the MOH, acquisition of vehicles, treatment systems and personnel protective equipment for sustainable health care waste management.  Project preparation and supervision, health care waste management feasibility study, asbestos survey, EIA terms of reference, health care waste management policy consulting, site surveys, environmental and human health risk analysis, evaluation of wastewater treatment system and recommendations for replacement system, health care waste treatment technology, health care waste management practices consulting. Western Samoa. World Bank Health Sector Management Project, includes technical assistance in health care management and infrastructure rehabilitation, including acquisition of health care waste transport vehicles, personnel protective equipment, new waste treatment facilities, renovation of existing waste treatment facilities,  and renovation of the wastewater treatment plant for the principal hospital.  Environmental aspects of project preparation and supervision, including personnel consultations, site surveys, evaluation of environmental impacts and risks, asbestos survey, health care waste management, air emissions mitigation and wastewater treatment rehabilitation consulting. Mongolia. Energy Sector Support Project, assessment and management report on environmental issues related to asbestos removal in district heating system, radio activity and mine water discharge in coal mine, and EMF and safety clearances for power transmission. Vietnam. Technical Advisor, Dai Ninh River Basin Management Plan, development of an integrated watershed management and rural development plan, as follow up for the Environmental Impact Assessment of the Dai Ninh hydroelectric project.  The plan is a dynamic computer simulation that will estimate the impacts of various land use and agricultural practices in any given area on the life span of the hydropower reservoir. Mining Environmental Issues, and Mined Land Reclamation Planning:

  • Designed runoff water pollution mitigation system using natural land forms and forested wetlands for a waste clay impoundment abandonment project and supervised construction (Borden, Inc.)

  • Detailed reclamation designs for waste clay settling area, including earthwork cost estimation and wetlands reclamation design (Borden, Inc.)

  • Performed computer simulation of an earth dam breakage and other earth dam failure analyses for large waste clay settling impoundment (MCC).

  • Designed mining site stream relocation for maintenance of equivalent or improved biological functions; wrote permit application (MCC).

  • Performed subsurface sampling and ecological surveys of dozens of difficult access waste clay impoundments (wetlands) and natural peat areas (Florida Institute of Phosphate Research and various mining and development companies.)

  • Performed field engineering sampling and spillway placement design, and wrote formal abandonment reports, including biological observations and pollution mitigation designs, for five earth dam waste clay impoundments (Borden, Inc.).

  • Conducted literature review of natural forested wetlands systems and wrote background information report for reclamation planning (MCC).

  • Wrote technical proposal to study ecological, hydrological, and engineering aspects of forested and non-forested wetland reclamation projects by making use of typical end of phosphate mining resources. Developed reclamation project erosion mitigation techniques by re-creating natural seepage swamps and springs. (Florida Institute of Phosphate Research.)

  • Wrote technical proposal to study radon gas emission from phosphate mined lands, including strategies to mitigate emanation into buildings (USEPA).

  • Development of environmental impairment liability insurance programs: development of programs for insurance companies, including: development of industrial loss control standards, risk analysis, technical protocols, environmental risk analysis development, market surveys, liaison and consultation with insurance industry executives. Programs covered industrial facilities, property transfers, and underground storage tanks. Publications
  • Wrote comment on proposed oilfield development offshore North Carolina (Greenpeace) which was used as "keystone" comment by U. S. EPA. Congress subsequently passed a moratorium on offshore oil exploration on the East Coast. Wrote Potential Environmental Impacts of Offshore Oil Exploration and Development, paper for the International Marine Fisheries Conference, Athens, Greece, 1991.

  • In negotiation with a scientific panel of China's National Environmental Protection Agency, rewrote China National Environmental Action Plan 2000, for submission to the World Bank and the World Environmental Conference in Rio, 1993.

  • Conducted a survey from Baghdad to Basra in Iraq with the Harvard Study Team, (UNICEF, Greenpeace, OXFAM) wrote Environmental Consequences of the Persian Gulf War, 1991, a country-wide environmental assessment of the human health and environmental impacts of the Persian Gulf War and subsequent civil uprisings. The information has been used by the UN in the assessment of human health conditions in Iraq.

  • Wrote Alternative Technologies for the Detoxification of Chemical Weapons: An Information Document for U. S. Senate Office of Technology Assessment and Greenpeace, 1991. One of the alternative technologies outlined in the paper is currently in use at Aberdeen Proving Grounds
