
Entrepreneurs were attracted to the area by Bank loans arranged through the resettlement agency. In exchange for these loans and other concessions, the entrepreneurs hired local villagers. These entrepreneurial schemes were considered employment insurance for families over and beyond their household-level economic rehabilitation schemes. An additional goal was to bring about social change in the predominantly rural area and introduce agricultural villagers to alternative means of earning income. One such scheme was a match factory, whose manager was brought from Tamil Nadu, a State that manufactures most of India's matches.
