Photo shows stack emissions from a coal fired power station well in excess of World Bank guidelines, by over an order of magnitude. Stack emissions in compliance with World Bank guidelines would not be visible in this picture, except under rare (cold and humid) weather conditions, when only condensing water vapor would be visible. In the projects we've been involved with, the environmental action plan has included upgrading the electrostatic precipitators, to control stack emissions to within compliance levels.
