The resettlement authorities hired 'village workers' from among the educated youth in the villages to assist the NGOs in preparing an economic rehabilitation program. The resettlement worker here is pictured with his briefcase and identification badge. These village workers were given community development training at an institute in a nearby city to enable them to keep daily documentation of the success or failure of household economic rehabilitation schemes. This information was entered into a computer data base to track the progress of household schemes for making adjustments in the program and for evaluation later on. The village workers remained an effective liason with government officials after the economic rehabilitation was completed.
