CITIZEN PETITION


We the undersigned will be the most highly impacted residents of any straightening of the Monroe Avenue Bridge and/or the addition of a Potomac Yard Spine Road.

We demand that The National Environmental Policy Act (NEPA), Federal-Aid Highway Act (FHWA), and American Association of State Highway and Transportation Officials (AASHTO) provisions for evaluating and mitigating adverse environmental effects including highway traffic noise be followed.

Specifically, we demand the following during the planning and design of such a project:

Public notification of all meetings related to this issue including notification via mailings to residents located in the environmental impact area.

Analysis of existing and predicted environmental impacts including traffic noise levels and the identification of traffic noise impacts on both exterior and interior noise levels as part of the Environmental Impact Statement (EIS).

Comparative examination of potential mitigation measures for substantial environmental impact reduction in general and substantial noise reduction in particular with community input. These could include a combination of:


Incorporation of environmental/noise mitigation measures into the project based on community input.

This process will insure the appropriate protection of the public health and welfare as required by this type of highway project. The proposed project will physically alter the horizontal/vertical alignment of the existing traffic flow. This impact is in addition to the increase in traffic associated with the Potomac Yards project in general. Specifically we are concerned with the physiological and psychological impact on recreation at Powhatan Park (Noise Abatement Criteria (NAC) Activity Category B) and on the neighboring residents (NAC Activity Category E).

In addition, it is our desire that the existing street and alley connections with US 1 be maintained, that solutions include adequate consideration of pedestrian safety and access, and that potential noise abatement solutions not promote increased criminal activity in Powhatan Park.

Our intent is not to oppose redevelopment of the US 1-Slaters Lane-Monroe Avenue Bridge intersection but rather to insure that our concerns are addressed as part of the process and that the process creates a result that is satisfactory to the majority of impacted residents.
