WEEK 1-A 

TOPIC:	INTRODUCTION TO PROJECT MANAGEMENT AND PROJECT CYCLE

LEARNING OBJECTIVES

	To understand role of project management and the Project 
Cycle and the importance to project management of the project 
appraisal, planning and determining the feasibility of the project 
prior to implementation.  Specifically, to be able to identify 
these elements in the telecommunications sector.
		
	To know the phases of the project cycle.

	To know the various types of feasibilities that a project 
should be appraised for.


TESTS AND MEASUREMENTS

	The discussion summary that identifies parallel examples in 
the Project Cycle for the telecommunications sector and 
transmitting the list to the faculty.  Identify key points in 
paper by Bruce. 

	To identify the phases of the Project Cycle.

	To develop a list of data requirements for the 
telecommunications sector in the preidentification phase. 

	To identify and discuss the five feasibilities in the 
framework of a telecommunications project.  				
		

EVALUATION CRITERIA

	The key points that should be included in the discussion 
summary are the importance of careful planning and appraisal. 
Participants should describe the role of the project manager in 
its various facets of coordination, leadership, integration.

TOPIC:	MANAGING THE PROJECT CYCLE

LEARNING OBJECTIVES

	To understand the importance to Project Management of the 
clearly defining the project objectives and how the Logical 
Framework technique can help the overall management of a project.

	To know the main points of the project appraisal process. 

	To know the concept of the Means-Ends Chain and the Hierarchy 
of Objectives. 

	To apply to the Project Cycle structure and analysis to a 
telecommunications project.


TESTS AND MEASUREMENTS

	The discussion summary regarding the project appraisal 
process, the hierarchy of objectives, and use of the Logical 
Framework technique.

	Case study on Country Z.  The group should prepare an action 
plan based on this case study.  Tasks are to recommend strategies 
to speed-up implementation and determine how factors also 
influence other aspects of the project cycle.

	Sketch out the cycle for the Country Team Project or another 
telecom project following the outline in Youker and Baum 
materials.

EVALUATION CRITERIA

	The key points that should be included in the discussion 
summary are the level of objectives, the goal hierarch, and the 
Means-End Chain.

	The Hierarchy of Objectives are policy, strategic, and 
operational objectives.  The Means are the inputs and the Ends are 
the outputs.

	The case study action plan should follow the elements 
described as constraints on the project in the Country Z case 
study.

	The project cyle should incorporate the key points of Baum 
and Youker's article on "Managing the Project Cycle for Time, 
Cost, and Quality: Lessons from World Bank Experience." This 
should be followed in preparing the project cycle for the team's 
project.

WEEK 2-A

TOPIC:	TIME VALUE OF MONEY  


LEARNING OBJECTIVES

	To understand the importance to Project Management of being 
able to compare costs and benefits.  To understand the concepts of 
the Time Value of Money and Resources.

	To know how to calculate the compounding and discounting 
rates for a project.

	To be able to apply the concepts of compounding and 
discounting to telecom projects and investment.


TESTS AND MEASUREMENTS

	The discussion summary regarding "Comparing Costs and 
Benefits".  Identify parallel examples in telecom sector.

	The Problem Set No. 1: "The Value of Resources Over Time," on 
pg. 4 of the Participant manual in 2-A.  Summarize group response 
to transmit to faculty.

	Individual participants complete "Techniques of Compounding

EVALUATION CRITERIA

	The key points that should be included in the discussion 
summary are that cost-benefit analysis includes considerting 
feasible alternatives, choosing the promising ones, identifying 
all of the costs and benefits or returns, and determining which 
alternatives has the highest return for the capital investment.

rates for a project.

costs, calculating incremental project costs, excluding non-
economic items, valuing economic items, estimating externalities, 
calculating annual totals, using constant prices.

	To be able to apply to both cost-benefit analysis and least 
cost analysis to the Country Team Project and to telecom projects 
in general.

excluding non-economic items, valuing  economic items, estimating 
externalities, adding benefits by year, using constant prices.

	To know how to comparing costs and benefits by calculating 
the net benefits and discounting, calculating net benefit streams, 
discounting, measures of project worth, sensitivity analysis, and 
assessment of intangibles.

Quadruple Constraints of Time/Cost/Performance Specs and 
Resources. 

	To apply these skills to telecom projects, specifically to 
the Country Team Project.


TESTS AND MEASUREMENTS

	The discussion summary regarding Archibald's Chapters 1 and 2 
and Isreal's article on project implementation.

	Develop a list of the kinds of problems likely to be 
encountered during the Country Team Project.

	Draft a proposed "Project Life Cycle" for Team project; 
define the Project Objectives and Scope of  Work, and establish a 
Hierarchy of Objectives.  Apply the key points of the Process for 
Project Management to Team project and analyze the Quadruple 
Constraints: Time/Cost/Performance Specs and Resources.


EVALUATION CRITERIA

	The key points that should be included in the discussion 
summary are the nature of a project as compared to a program or 
task.  The key concepts are single point of integrative 
responsibility, integrative planning and control, single point of 
integrative responsibility, and integrated project planning and 
control.

	The list should reflect the broad scope suggested in the 
readings of Youker and Rondinelli.  The skills to be applied to 
the Country Team Project are identifying potential problems and 
being able to analyze them and suggest responses.

	Team Project Life Cycle should reflect the elements discussed 
in previous classes and readings.
WEEK  4-B

TOPIC: 	ANALYZING THE PROJECT ENVIRONMENT     




LEARNING OBJECTIVES

	To understand the importance to Project Management of knowing 
the relevant environment, of identifying the key stakeholders, and 
of evaluating the dependencies and risks.


	To be able to analyze the project environment of a telecom 
project, specifically the Country Team Project.


TESTS AND MEASUREMENTS

	The discussion summary regarding what are the relevant 
telecom issues in the context of the lecture and readings.

	Develop a chart with telecom elements identified.

MANAGER

	To understand the importance to Project Management of the 
organizational structure and the significance of authority and 
responsibility.

	To know the concepts of organizational design, and to be able 
to briefly define three structures: Functional, Matrix and Project 
Structures.

	To understand the difference in managing in Matrix structures 
and be able to identify its advantages and disadvantages.

	To have a basic understanding of the role of the Project 
Manager.

          MANAGER

	To understand the importance to Project Management of who is 
designated as the Project Manager and what qualifications they 
should have. 

	To be able to chart the organizational structure of a project 
and define the role of its project manager, particularly in regard 
to the Country Team Project.

TESTS AND MEASUREMENTS

	Case study on "Damaa-Special Drainage Project--Who Should be 
Project Manager?"	

	Exercises 7.1 - 7.12 on organizational processes and systems 
by Doel in Management Training. 

	Apply to Country Team Project with a chart of organizational 
arrangements.  

	The quiz question on what should be the criteria for 
selecting a project manager in their telecommunications 
administration.



EVALUATION CRITERIA

	The key points that should be included in the case study 
summary are  the appropriate criteria for selecting a project 
manager and why promising though different candidates might be 
chosen.

made by Doel.
 
	The organizational chart for the Country Team Project should 
be comprehensive and show the reporting and coordinating 
relationships and should reflect the nature of the project and the 
make-up of the team.

WEEK 6-A

	To understand the importance to Project Management of

	To understand different communication styles and the dynamics 
of group and interpersonal relations. 

	To know how to resolve problems encountered in building a

building steps for projects and for the Country Team Project in

management as they relate to the Telecom Administration, as 
outlined in the reading.

	The skills to be applied to the Country Team Project should 
include the ability to determine specific team building steps that 
can be taken to enhance the organizational goals for the group.


		
WEEK 6-B  

TOPIC:  TEAMBUILDING AND LEADERSHIP

	To understand the importance to Project Management of 
conducting effective meetings and conflict resolution.

	To know the strategies for resolving conflict in an 
organization and the appropriate style of meetings for varying 
situations.

	To apply these strategies and decisions to a 
telecommunications project.

	The discussion summary regarding conflict, conflict 
resolution, and management styles. Also, a summary of effective

EVALUATION CRITERIA

	The key points that should be included in the discussion 
summary are sources, consequeces, and advantages of conflict, and 
methods of and approaches to conflict resolution as outlined in 
CN-846, as well as a definition of conflict itself. Identify 
useful strategies for resolving conflict during the Team Project. 
Also covered should be techniques for interaction to promote 
motivation and successful task accomplishment as outlined in CN-
414, as well as an identification of the ways a meeting can be 
"Wrecked" and remedied in the Telecom organization.

	The solution to the problem set as outlined in CN 846. Each 
team member's managements style for resolving conflict will be 
evaluated according to the chart on item 15.

various departments have to work together and the Project Manager 
must use influence rather than authority.

which to identify phases and resources, establish planning 
assumptions, chart of accounts, work packages, level of detail, 
and prepare mastery summary plan.

basic elements of project breakdown structure including: major 
phases, end items and sub-systems, organizational 
responsibilities, project cost accounting systems, and work order 
system; concepts and tools for network planning, assigning 
responsibilities, matching accounting systems to planning systems, 
establishing a framework for reporting and control, etc.

telecom project.

WEEK 7-B

 
TOPIC:	PROJECT BREAKDOWN STRUCTURE

LEARNING OBJECTIVES

	To know the process of specifying the project objectives and 
then breaking the total project effort into convenient 
subcategories.

	To apply these guidlines to the team project of the 
Telecommunications Administration.

WEEK 8-A  

TOPIC:	PROJECT PLANNING WITH CPM     

LEARNING OBJECTIVES

	To understand the importance to Project Management of the 
various techniques in the Critical Path Method (CPM) and when each 
should be used.  These include preparing the lists of  activities, 
Gantt or Bar Charts, Precedence Diagrams (CPM), 		Arrow 
Diagrams and PERT, as well as the critical function of time 
estimating.

	To learn about how special software packages for Projects 
Management that can be used on PCs should be used.		

	To know how to do do basic bar charting, precedence diagrams, 
critical path methods and similar techniques manually.

	To apply these techniques to telecommunications projects. 

TESTS AND MEASUREMENTS

	The discussion summary regarding which method and technique 
to use for the will reflect the understanding of the strengths and 
weakness of each method and suitability for different types of 
projects.

	The XYZ Problem and the ABC Exercise will test the ability to 
do basic charting.

	Application of the technique will be tested in the Telecom

complexity of the project, the nature of the project, the 
available data, and the purpose of the CPM.

EVALUATION CRITERIA

	The key points that should be included in the discussion

when using a CPM throughout implementation.

	The case study results will be evaluated by the faculty based 
on the analysis of the issues and indications of the ability to

WEEK 9-B

	To understand the benefits of Project Management software

Manual and to the Country Team Project.

	Each participant (or pair) will demonstrate to the group the 
techniques to be used for sceduling activities, entering 
resources, schedulintg resource availability, and assigning 
resurcps to activities.
