Distance Learning Program
- Provides training and education to Telecom enterprises worldwide for on-site classes of managers and engineers, using Distance Learning infrastructure and participatory techniques
- Train a complete, interdisciplinary team of managers and employees, who continue with their jobs and apply concepts and methodologies to the specific situation of their enterprise
- Multimedia, interactive courses taught by world experts in telecom management, policy, regulation, and new technologies
- Launched first international distance learning program in 1989 in cooperation with the ITU. T/TI courses have been conducted in Central Europe, Asia, Latin America, and Africa

How Does The Program Work?
- The PTT, telco, or Ministry organizes the class of managers and engineers, designates the course administrator, and enrolls in a 12-week T/TI course or concentrated short course
- T/TI sends the courseware of lectures on videotape, syllabus, texts, exercises and case studies, software for CBT, instructor's guide and the class joins the "Virtual Global Classroom" with the faculty and other participating countries
- The Course Administrator serves as local faculty and communicates regularly with T/TI faculty; facilitates the twice a week classes of lectures, discussion and activities, administers quizzes and monitors group projects
- Participants and T/TI faculty interact over the Internet electronic highway with e-mail, file transfer, audio conferences, video teleconferences
- The class sends the assignments, questions, case study discussion summaries, and group exercises to the faculty by e-mail at the end of each class and the faculty responds with comments by the next class
- An audio-conference seminar with the faculty and guest experts is held twice a month with one or more countries enrolled in the course
- Video conferences are held at the beginning, mid-term and end of semester
- In-country workshops and consultations can be arranged for faculty to visit the country or region during the semester
Equipment Required
- VCR and monitor, PC with modem, fax machine, speaker phone for audio conference are the only required equipment; access to Internet or e-Mail service; access to videoconferencing and videophones can be arranged
Translation and Interpretation
- Translation of the lectures and core materials into the local language and interpretation during the teleconferences can be arranged
Distance Learning Faculty
- International experts, academic leaders and university faculty from U.S., Europe, Asia teach the courses;
- Guest lecturers from industry or research institutes present special modules and join teleconferences
- T/TI teaching assistants from graduate telecom programs are assigned to each country to backstop
- World Bank consultant Robert Youker teaches Project Management; Dale Hatfield, Judith O'Neill and European and U.S. experts teach Policy and Regulation; James Alleman and Ernest Becker and other experts teach Managing Telecom Enterprises. University faculty teach the broad range of technical courses.
Tuition and Financing
- Tuition is paid for the group taking each course rather than individual participants. The average base tuition for a course is $15,000, so for a group of 15 participants the cost for the semester is only $1,000. Enhancements of on-site seminars, workshops, train the trainer courses, expanded audio/video conferences and faculty consultation are available at additional costs.
- Financing for the tuition and country administrative and communications costs can be requested from multilateral and bilateral institutions such as the ITU, World Bank, UNDP, EC/EU, regional development banks and national donor agencies and from foreign strategic partners and investors. Internal training budgets can allocate regular funds for Distance Learning.
