His strengths include a broad range of technical expertise, research and analysis, writing skills, and
foreign-language translation.
- Information Architecture and Analysis.
- Dr. Wigtil is an analyst on the Information Systems support
team for the Office of Science (SC) in the U. S. Department
of Energy (DOE). His duties include researching and writing
the annual Technology Architecture Report for the SC
Information Architecture (IA) process in SC, following the
Spewak "Enterprise Information Architecture" methodology. He
has also written draft IA work breakdown structures and
management white papers on technical issues. Previously he
provided requirements analysis for various SC development
efforts. He also translates articles occasionally from
technical sources in German, French, and Spanish for use by
DOE personnel. (6.5 years, 1995-present)
- Evaluation.
- In the Technology Assessment Support team Dr. Wigtil
evaluated and reported trends in the information industry for
DOE's Office of Management and Administration (MA), where he
researched, wrote, and Web-enabled the 1995 edition of MA's
annual "Emerging Technology Planning Guide," as well as
evaluating operating systems, preparing multimedia
presentations about DOE technology assessment, demonstrating
new technologies, and doing research on emerging office

- Network Support.
- Dr. Wigtil helped support 500 users from the Office of Energy
Research (now Office of Science) on their local area network
and in general office automation. He provided support for a
wide range of services: electronic mail, fax-servers,
backup, remote connectivity, application maintenance, access
rights, directory structures, audit trails, and monitoring,
testing, and trouble-shooting network hardware and software
problems. He also wrote extensive documentation for several
DOE LAN systems. (4.5 years, 1989-1994)
- College Teaching.
- In addition to his full-time work, Dr. Wigtil teaches evening
and weekend courses in information science at Montgomery
College in Rockville, MD. His courses include advanced HTML,
JavaScript, evaluation of microcomputer systems, and a
introductory courses in a variety of topics. (5 years,

- Instruction and Training.
- Before coming to the DOE contract, Dr. Wigtil worked at small
computer training firms, designing and writing original
courses and teaching several office-automation topics. He
also published a series of articles on Novell Netware in an

- Dr. Wigtil has taught foreign languages for
25 years at colleges and universities, including ancient Greek, German, French, Latin,
Spanish, and English as a Second Language (ESL). He taught full-time for 12 years and
